Kimly Ngoun is a PhD candidate in the Department of Political and Social Change at the Australian National University. His study is supported by an AusAID Australian Leadership Award. His thesis is titled, Understanding Cambodian nationalism in the Preah Vihear temple conflict with Thailand: The state, the city, and the border.

Kimly holds a Bachelor of Education from the Royal University of Phnom Penh and a Master of Arts in Southeast Asian Studies from Chulalongkorn University. Prior to commencing his PhD study, Kimly was a lecturer at the Royal University of Phnom Penh. He also spent a year working as a translator at the Khmer Rouge Tribunal, known by its official name The Extraordinary Chambers in the Courts of Cambodia (ECCC).
