Elyssa Liu is a global health lawyer specialising in health emergencies and outbreak preparedness. She leads the Legal Frameworks team at the Centre for Outbreak Preparedness in Singapore, and examines how law be strengthened in the region to promote the advancement of pathogen genomics research. She holds a LL.M. and has a decade of experience in previous roles at UNICEF and WHO.
