Flávio Simões is an economic integration practitioner with nearly a decade of experience in ASEAN affairs. He played a key role in Timor-Leste’s ASEAN accession process, notably in coordinating fact-finding missions and contributing to secure the country’s observer status and the accession roadmap. He has advised on trade policy, intellectual property, e-commerce strategy, migration governance, anti-human trafficking policy, conflict resolution and national security. He co-founded the National Integrated Crisis Management Centre while serving under Prime Minister Dr Rui Maria de Araújo a body central to Timor-Leste’s Covid-19 response.
