Dr Frederic Grare is Senior Research Fellow at the National Security College as a well as a Non Resident Research Fellow at the Carnegie Endowment for International Peace and the European Council of Foreign Relations. Previously, he led the Asia bureau at the Directorate for Strategic Affairs in the French Ministry of Defence.
