Ryan Mulholland
Ryan Mulholland is Senior Fellow for International Economics at the Center for American Progress in Washington DC, where he focuses on international economic policy, climate, and trade, as well as industrial policy and manufacturing competitiveness. Mulholland previously served as director of trade and competitiveness at the National Security Council under President Joe Biden. He was the lead US negotiator on the Indo-Pacific Economic Framework for Prosperity Supply Chain Agreement.
Mulholland also served in a variety of roles as a civil servant at the US Department of Commerce, including acting director of policy and senior adviser for global supply chain competitiveness for the International Trade Administration (ITA). Mulholland holds a Master of Arts in national resource strategy from the National Defense University, a Master of Arts in government from Georgetown University and a Bachelor of Arts in history and political science from the University of Minnesota.
