Dr Sean Andrews, CSC, PhD, is a former Australian naval Captain and command qualified warfare officer, now a Senior Research Fellow at the Changing Character of War Centre, whose work focuses on maritime strategy, naval power, and Indo Pacific security.

Dr Andrews is currently a Senior Research Fellow with the Strategy, Statecraft and Technology Programme at the Changing Character of War Centre, Pembroke College, University of Oxford. He has recently held appointments as the Five Eyes Fellow at the Royal Navy Strategic Studies Centre, Senior Maritime Fellow at the National Security College at the Australian National University and Visiting Fellow at the Changing Character of War Centre in 2023 and 2025. He is also an Associate Member of King’s College London.

Previously, Dr Andrews served as Director of the Sea Power Centre-Australia and founded the Indo‑Pacific’s Six Nation Maritime Working Group.

Dr Andrews’ first book, Naval Constabulary Operations and Fisheries Governance, was published in May 2024. His second book, Under the Meridian’s Gaze: The Utility of Power, the Principle of Strategy, and the Purpose of War in the Maritime Domain, is scheduled for publication in 2026. He is also leading a project to collate a collected volume of essays reflecting the work and contribution to Australian strategic thought by the late James Goldrick.
