The role of special envoys in U.S. foreign policy

In an article for the prestigious international magazine Foreign Affairs, Dr Michael Fullilove, Program Director for Global Issues at the Lowy Institute, argues that in its second term, the Bush Administration should engage more in the business of diplomacy and, in particular, reinstate the old American institution of the special envoy.
