The United Nations Framework Convention on Climate Change (UNFCCC) process has focused on commitments of developed countries with an exclusive goal of emission reductions from historical base year emissions. However, these baseline emissions trend vary widely, and achieving similar targets can require very different efforts by different countries at different times.
