Are there any limits to Qatar's ambitions?

Here's a strange footnote to a post Rodger Shanahan wrote in May about tiny Qatar's ambitions to be a regional diplomatic and economic player in the Middle East: Flight Global reports that Qatar is close to announcing a deal for two (and perhaps four) Boeing C-17 strategic transport aircraft. These are huge aircraft, and so the question begs: what on earth do they want with them? It can't be to throw Qatar's hard-power weight around: it has the second-smallest military in the Middle East. Perhaps its just a sop to the Americans (Qatar buys most of its arms from France). Or maybe its a new element to the Qatari diplomatic activism Rodger described. Will we be seeing Qatari aid flights going into disaster zones in Asia? Qatari peacekeepers in Africa? Stay tuned.
