In this quick comment Rodger Shanahan, research fellow at the Lowy Institute, discusses why Belgium was a target, how the Belgian police were so quick to act on targets after the event, and why, although Islamic State is the common element in such terrorism attacks and the Syrian war, a resolution of the latter won't stop the former.
