Paul Pelczar

Paul Pelczar OAM has broad experience in intelligence, cyber and information operations across joint and maritime environments. His recent work focuses on influence, cognitive warfare, and the integration of emerging technologies into capability development, with a regular emphasis on international partnerships. He has been published on maritime strategy, capability development, and operations in the information environment, drawing on both operational and representative assignments. He holds a Diploma in Applied Russian, a Master’s degree in Strategy and Security from UNSW, and is a graduate of command and staff courses, including senior-level study in the Indo-Pacific.
