A new history of the G-20?

With the sixth G20 heads of government meeting getting underway in Cannes tomorrow, reader Martin has sent me a link which points to some history of the organisation.

A recent Atlantic Online article reveals that, in a conversation win Alan Greenspan in January 1999, then Chinese Premier Zhu Rongji said the Australian ambassador had...

...brought me a personal letter from Prime Minister Howard, who suggested that we should create a "G20" institution to discuss and coordinate how to manage and supervise the global financial system.

I'm not aware that John Howard has ever been given (or has sought) credit for originating the G20 idea. Of course, it's not clear from this quote that Zhu is saying Howard came up with it. It could just be that Zhu heard it from Howard first, and Howard had gotten it from elsewhere.
