The high priority attached to the development challenges in the South Pacific in Prime Minister Rudd’s 27 February meeting with his New Zealand counterpart Helen Clark is encouraging. Australia-New Zealand cooperation in the Pacific is hardly new, but the focus on development assistance cooperation and the millennium development goals is a break from the emphasis on fragile states and regional security that dominated the discourse of the Howard Government in recent years. Getting the 'most bangs for the buck for the South Pacific' (Helen Clark’s words; echoed by Kevin Rudd) seems to be the new mantra, suggesting a much needed concentration on improving aid effectiveness.
