Reader riposte: accepting differences on China

Retired Brigadier Brian Cooper has this response to Sam's post on bureaucratic differences when it comes to assessing China's rise.

The suggestion that Australia's intelligence agencies were leant upon to change their assessment of China's future path smells of the invasion of Iraq scenario when the US leadership under George W. Bush and Dick Cheney did the leaning. On that occasion the intelligence apparatus acquiesced. The Australian situation where the agencies stood by their guns is to be applauded. Differences of opinion between the Defence bureaucracy, ADF Commanders and the intelligence machinery are to be accepted and encouraged but not if it becomes threatening.
