Sokolski says Washington has been slowly relaxing a missile nonproliferation policy that led to sanctions or other pressures against South Africa, Australia, Israel, India, Brazil and Argentina.

Perhaps Sokolski was misquoted. He has written a couple of guest posts for The Interpreter in the past, so I will email him for more information.
