Professor Michel Kazatchkine at the Lowy Institute
The Executive Director of the Global Fund to Fight AIDS, Tuberculosis and Malaria, Professor Michel Kazatchkine, was guest of honour at a Lowy Institute dinner held on Thursday 17 July 2008. Professor Kazatchkine was in Australia with his colleagues Helen Evans, Deputy Executive Director and Dr Christoph Benn, the Fund's external relations director, to meet senior Australian ministers and AusAID officials. On Friday 20 July, Professor Kazatchkine met Foreign Minister Stephen Smith to explore future cooperation between the Global Fund and the new Australian government. Before he left Sydney, Dr Kazatchkine visited drug outreach services in Darlinghurst and met community representatives involved in delivering HIV/AIDS care, treatment and prevention services.

From Okinawa to Toyako: Dealing with Communicable Diseases as Global Human Security Threats
On May 23 and 24 2008, the Japanese government, the Japan Center for International Exchange (JCIE) and the Friends of the Global Fund Japan (FGFJ) co-hosted an important Symposium in Tokyo : 'From Okinawa to Toyako: Dealing with Communicable Diseases as Global Human Security Threats'.
The Symposium was held in the lead-up to the forthcoming G8 Summit, to be held in Toyako, Japan and next week's Tokyo summit meeting of some 40 heads of African governments (TICAD IV).

Global Fund to Fight AIDS, TB and Malaria
The second voluntary replenishment conference for the Global Fund to Fight AIDS, Tuberculosis and Malaria was held in Berlin between 26 and 28 September 2007.
The conference was attended by over fifty major government and private sector donors, civil society and United Nations partner organisations including UNAIDS. Indicating its importance, the conference was chaired by former United Nations Secretary-General, Kofi Annan and opened by the German Chancellor, Mme Angela Merkel.

Australia pledges support to fight AIDS, tuberculosis and malaria
Alexander Downer, Minister for Foreign Affairs, announced Australia's new pledge to the Global Fund to Fight AIDS, Tuberculosis and Malaria: $93 million over two years from 2008-09, building on the $42 million already committed this year. The Minister's media release is attached.

Wednesday Lunch at Lowy - Sir Richard Feachem presentation
On 16 May at the Wednesday Lunch at Lowy, Sir Richard Feachem reflected on his term at the Global Fund and whether the Global Fund PPP model might be more broadly applied across the spectrum of development assistance finance and program delivery.
The Global Fund was established in 2002 as a radical departure from previous multilateral development assistance agencies. It is a Public Private Partnership (PPP) tasked with administering and allocating funds provided by both governments and private sector donors to countries to combat HIV/AIDS, malaria and tuberculosis.

HIV/AIDS: The looming Asia Pacific pandemic
In a Policy Brief on HIV/AIDS in the Asia Pacific, Bill Bowtell calls for both a doubling of global funding for the response to the HIV pandemic, and a radical overhaul of strategies that have not brought the global pandemic under control. He proposes that the international community must commit itself to the eradication of HIV/AIDS by the end of the 21st century. Australia is well placed to increase its already significant contribution to the fight against HIV/AIDS in the region, and especially in the south Pacific and Melanesia.

The killer catching a ride with HIV
In this op-ed appearing in the Sydney Morning Herald on 21 September 2006, Bill Bowtell warns that the recent emergence of extreme drug-resistant tuberculosis (XDR-TB) also has ominous implications for the control and management of the HIV pandemic, especially in the Asia Pacific. XDR-TB poses a grave potential threat to the 50 million people currently living with HIV/AIDS. The distribution of HIV anti-retrovirals is only a short-term response to the pandemic. He calls for further moblilisation of resources aimed at HIV prevention with the ultimate goal of eradicating the disease. In the same issue, the Sydney Morning Herald also carried a companion feature article “TB’s extreme new face” by health reporter Ruth Pollard.

The Global Fund in Cambodia
On 13 December 2006, H.E. Professor Eng Hout , Cambodian Secretary of State for Health, received a delegation organised by the Global Fund to Fight AIDS, Tuberculosis and Malaria to visit projects supported by the Fund in Thailand, Vietnam and Cambodia.
Bill Bowtell was a member of the Global Fund delegation and, with the delegation, met Professor Eng Hout in Phnom Penh.
Cambodia is almost alone among developing nations in recording a substantial decrease in HIV prevalence over the past decade. It has done so by innovative and imaginative campaigns to promote 100% condom use both for the general population and among sex workers.
The Global Fund has assisted the Cambodian government and several NGOs to enhance the coverage of high-quality programs and services covering all aspects of HIV/AIDS prevention, care and treatment, as well as the emerging problems of increased tuberculosis caseload.

Toronto: Talkfest or action plan?
The just-concluded Toronto AIDS Conference was held in the 25th anniversary year of the identification of the HIV virus.
After many years of drift and chaos in the management of the response to HIV/AIDS, there were encouraging signs at Toronto of the emergence of a coherent and unified global strategy to combat the HIV pandemic across the spectrum of HIV prevention, care, treatment and research. There are encouraging signs that the many billions of dollars invested in HIV research will shortly bring forward a range of cheap, effective and practical biomedical prevention technologies. However, the HIV pandemic in the Asia Pacific region is worsening by the month, and the unanswered question after Toronto is whether new strategic unity and increased funding will make the necessary difference on the ground to avert millions of new HIV infections and deaths from AIDS.

Briefing at PICP Conference
Together with Mr Alistair MacDonald, Program Manager on HIV/AIDS for the PICP Secretariat, Bill Bowtell, Director of the HIV/AIDS Project, briefed the annual meeting of Pacific Islands Police Commissioners (PICP) on HIV/AIDS issues at their 35th Annual Conference held at Koror, Palau between 27-31 July 2006.
The PICP has entered into an agreement with UNAIDS to develop a regional program on HIV/AIDS awareness to police services in the Pacific. This program is the first regional program on HIV/AIDS awareness delivered to a disciplined service. The 2 year program, funded by UNAIDS, AusAID and NZAID will provide awareness and training to serving police members in the region and will assist Chiefs of Police to take a lead on HIV/AIDS issues both in their communities and regionally.

Australia's response to HIV-AIDS 1982-2005
This paper was presented by Bill Bowtell, a senior research associate at the Lowy Institute, at the 'Commemorative Symposium on the Fifth Anniversary of the Okinawa Summit: East Asian Regional Response to HIV/AIDS, Tuberculosis and Malaria' held in Tokyo on June 30, 2005. A revised version of the paper will be part of a forthcoming publication due to be published in October 2005 by Friends of the Global Fund, Japan (FGFJ), which has its secretariat at the Japan Center for International Exchange (JCIE).

Wednesday Lunch at Lowy - Bill Bowtell
On 8 March at the Wednesday Lunch at Lowy, Bill Bowtell discussed the newly formed Asia-Pacific Business Coalition on HIV/AIDS chaired by Qantas’ Margaret Jackson.
The Asia-Pacific region is a new epicentre in the global fight against AIDS with leading regional powers like India and small relatively isolated countries like Papua New Guinea on the front line. HIV/AIDS poses serious problems for businesses operating in the region while these very businesses offer unique resources, particularly in distribution and awareness building, which are crucial to stopping the spread of the disease.

Memorandum of Understanding signed
On 22 February, the Lowy Institute for International Policy and AusAID co-hosted a function in Sydney at which President Bill Clinton, Foreign Minister Alexander Downer, Lowy Institute Chairman Mr Frank Lowy AC and the Chairman of the Asia Pacific Business Coalition on HIV/AIDS and Chairman of Qantas, Ms Margaret Jackson AC announced significant steps to bolster the Asia Pacific’s response to HIV/AIDS. A top-level audience of Australian business leaders heard President Clinton speak eloquently about the need for a more urgent response to the spread of HIV/AIDS in the region. President Clinton and Minister Downer signed a Memorandum of Understanding between the Clinton Foundation and AusAID that will extend the provision of anti-retroviral therapies to China, Vietnam and Papua New Guinea.

Launch of the Asia Pacific Business Coalition on HIV/AIDS
On 22 February, Mr Downer officially launched the Asia Pacific Business Coalition on HIV/AIDS. This initiative, which has evolved out of a partnership between the Australian Government and the Lowy Institute for International Policy, recognises the long-term threat that HIV/AIDS poses for Australian business. The Asia Pacific Business Coalition on HIV/AIDS will be chaired by Ms Margaret Jackson AC, the Chairman of Qantas. Ms Jackson spoke on the need for business to use its energies and skills especially in the field of HIV prevention and education.
