Australia-China Track II Strategic Dialogue

In Sydney on 21 November 2023, the Lowy Institute hosted an Australia–China Track II Strategic Dialogue with the Shanghai Institutes for International Studies (SIIS). The Lowy Institute delegation, which included scholars both from the Lowy Institute and other institutions, was headed by Executive Director Dr Michael Fullilove. The SIIS delegation was headed by its President, Dr Chen Dongxiao, and included scholars from universities and research institutes in Shanghai, Beijing and Guangdong. The convenor of the Dialogue was the Lowy Institute’s Senior Fellow for East Asia, Richard McGregor.

The Dialogue was substantive and frank, with discussions on Australia–China relations, US–China relations, Southeast Asia and the Pacific Islands region. Maritime security developments including the recent incident involving a PLA Navy vessel and Australian naval personnel were also discussed. The Dialogue was funded by the National Foundation for Australia–China Relations and was conducted under the Chatham House Rule.

On the eve of the Dialogue, Australia’s Assistant Trade Minister Senator Tim Ayres and Shadow Minister for Home Affairs and Cyber Security Senator James Paterson both addressed the participants.
