Hervé Lemahieu is a Research Fellow at the Lowy Institute for International Policy where he pilots a new project on Asian power dynamics.

Prior to joining the Lowy Institute, he was Research Associate for Political Economy and Security at the London-based International Institute for Strategic Studies (IISS). In parallel, he worked with the IISS Director of Studies on the organisation and execution of the Institute’s worldwide research activities; helping set institutional priorities, raising project funding, and developing the Institute’s commercial advisory arm IISS Consulting.

Hervé covers Southeast Asia with a special focus on Myanmar’s military-civil relations, political economy and foreign policy in the lead up to and following the first democratic transfer of power since 1960. His analysis has featured or been quoted in the Financial Times, Bloomberg, Foreign Policy, El País, the Bangkok Post, Straits Times, South China Morning Post and Asian Nikkei Review.

He started his career at Oxford Analytica across the consultancy’s Analysis and bespoke Advisory practices. He was responsible for analysis of the Mekong sub-region and the Philippines. In Advisory, he won a number of competitive bids touching on geopolitical, early warning and business policy issues for government, international organisations and corporate clients.

Hervé earned an MSc in Global Governance and Diplomacy from St Antony’s College, Oxford and an MA in International Relations and Modern History from the University of St Andrews. He has also studied at Sciences-Po Paris.
