Joy Dianne Gumatay
Joy Dianne Gumatay is a Senior Strategic Communications Officer with the Philippine Coast Guard. She has more than a decade of experience in public affairs, stakeholder engagement and crisis communications across the public sector.
Her work focuses on maritime governance, humanitarian assistance and regional engagement, while her independent research examines the Women, Peace and Security agenda and its application to maritime security, disaster response and humanitarian diplomacy in Southeast Asia.
Previously, she co-established and operationalised the Maritime Industry Authority's first strategic communications function. She was selected by the UNISDR (now UNDRR) to represent ASEAN youth at the Asian Ministerial Conference on Disaster Risk Reduction and has represented the Philippines in international and professional exchange programs in Japan and China.
