Dr Kadira Pethiyagoda was born in Sri Lanka and migrated to Australia as a child. He is a visiting fellow at the Brookings Institution. Pethiyagoda was a diplomat, visiting scholar at Oxford University and adviser to a Shadow Foreign Minister. He is publishing a book on Indian foreign policy.
