The G-20 Leaders will meet in London in April, faced by the most serious economic downturn for seventy years. The London agenda bears two heavy burdens.

First, financial markets are expecting a confidence-boosting rabbit to be pulled out of the international policy hat, and no such magic trick exists. Second, the agenda has become the repository of all the ideas to make the world a better place, ranging from poverty alleviation to climate control.
