A seasoned diplomat now leads Indonesia’s foreign ministry, but little seems likely to change.

President Prabowo Subianto’s appointment of Arrmanatha Nasir as Indonesia’s foreign minister on 1 October (Opens in new window) puts a career diplomat back in charge of Indonesian diplomacy. It is tempting to read the move as a correction after two years of intensely personal presidential diplomacy. Yet the appointment alone offers little evidence that the ministry will gain greater influence over decisions made at the palace.
Arrmanatha was already deputy minister when the government made its most consequential commitments, and in February he defended Indonesia’s Board of Peace membership (Opens in new window) before parliamentarians. His promotion may give him more say over how those commitments are implemented. Whether he can question new ones before they are made will depend on the authority Prabowo grants him.

The appointment brings those concerns inside the government: who can assess the costs of presidential commitments, and secure a hearing when the assessment is unwelcome? The wider reshuffle suggests that domestic political consolidation matters.
Sugiono, the outgoing foreign minister and Gerindra’s secretary-general (Opens in new window), moved to the coordinating ministry overseeing education, health and social programmes that voters will judge before the 2029 election. Golkar chair Bahlil Lahadalia gained a coordinating portfolio for downstreaming and energy transition while retaining the energy ministry. These appointments place senior party figures in posts central to the domestic agenda. They offer little reason to interpret the change at Pejambon as a broader retreat from presidential control.

Arrmanatha brings experience as a multilateral negotiator (Opens in new window) and as ambassador in Paris and at the United Nations. He takes charge of a ministry managing BRICS membership (Opens in new window), participation in Donald Trump’s Board of Peace (Opens in new window), a pledge of up to 8,000 troops (Opens in new window) for Gaza, and a trade agreement with Washington. Each relationship can serve Indonesian interests. Hedging, the usual label for this diversification, describes an effort to manage relations with competing powers but says less about Jakarta’s bargaining power within each one. Taken together, these obligations may narrow the choices that diversification was meant to preserve.
The February trade agreement with the United States raises questions about industrial policy. According to the White House (Opens in new window), its provisions exempt US companies and originating goods from local content requirements and commit Indonesia to removing restrictions on exports of industrial commodities, including critical minerals, to the United States. The agreement also outlines cooperation (Opens in new window) with US companies in mining, processing and downstream production of critical minerals. Washington has separately asked Jakarta to curb excess output from foreign-owned smelters, which in Indonesia’s nickel sector are predominantly Chinese (Opens in new window).
Jakarta maintains (Opens in new window) that its ban on raw mineral exports remains intact. How these provisions are implemented matters, particularly as Prabowo creates a ministry to coordinate downstreaming. The new foreign minister will need to work with economic ministers to establish the lattitude for domestic industrial policy and where clarification with Washington is needed. That requires the ministry’s involvement in economic as well as diplomatic decisions.
His significance will depend on whether professional judgement is allowed to shape decisions before they are announced, or is called upon mainly to explain them afterwards.
Gaza presents an immediate test. Indonesia’s participation gives political weight to a US-initiated mechanism whose arrangements for Palestinian representation remain contested. Professional diplomacy can press for safeguards. It can also make a disputed policy easier to defend without securing greater Palestinian influence over decisions. Prabowo has said Indonesia would withdraw if the board failed to benefit Palestinians (Opens in new window). The foreign minister could propose public criteria for reviewing membership and any troop deployment: civilian protection, humanitarian access and Palestinian participation in decisions about Gaza’s future. Regular reporting to parliament would allow the pledge to be assessed against conditions on the ground.
The ministry also needs resources. Former deputy minister Dino Patti Djalal has reported (Opens in new window) declining performance and morale among ambassadors, citing budget cuts and difficulty securing meetings with the minister. Changing the minister will not by itself repair that capacity.
For Australia, which held its regular ministerial 2+2 (Opens in new window) with Indonesia in August, the new minister offers an experienced interlocutor. Canberra should distinguish smoother communication from greater freedom to negotiate. Progress on regional concerns, including Myanmar and the South China Sea, will still require political backing from the palace. Arrmanatha’s first hearing before parliament’s Commission I should help clarify which commitments remain open to review and what role the ministry will have before further promises are made.
